Here's what I've actually committed.  The tweaks from the original are:

- ".inc" rather than ".ch"
- more comments in observer.sh
it attempts to explain what the sed is doing (but not how :-)
- observer.sh is run with "sh -e"
- observer.sh, and not Makefile.in, is responsible for installing the 
new files
