Christopher, this patch has at least the positive effect
of leaving the shell option disabled unless explicitly enabled
by the user, which was not the case before that patch.

Nevertheless this patch was applied after branch for 5.2 was 
created so there are still problems if you use
the cygwin GDB in the 5.2 branch.

I would propose that this patch is also applied to 
the 5.2 branch.
