This sets the tcl library flag based on CC search flags and not the LD 
search flags.  The problem was with rpath vis:

CC_SEARCH_PATH -Wl,-rpath,/non/existant/directory
LD_SEARCH_PATH -rpath /non/existant/directory

it was trying to pass `-rpath /...' to $(CC) and GCC didn't like that.
