I don't have a strong opinion either way, but it's not hard to
imagine scenarios where it could be a problem. I tend to build
little programs in /tmp and run gdb on them while working on a
problem; someone who put a .gdbinit in /tmp with a shell command
would trick me. Then again, I don't work in an environment where
anyone would even think of doing something like that..
