Can I suggest posting (actually tabling) a patch to just change
gdb/Makefile.in (as a side effect it means that you meet the criteria
for write after approval - have assignment, submitted one good patch :-).
With that on the table (but not committed), I'm ok with all the Ada
specific files as you've organized them being committed.
People (eg me) can then apply the Makefile.in patch locally and play
with the code. Once any problems are resolved, the final Makefile.in
patch can go in.
This is roughly how the Pascal code was handled.
