I understand that we are removing level-2 annotations, and this docs
change is supposed to reflect that, right?

If so, I'd suggest to add a footnote that level-2 annotations were
once supported, but are now deprecated/removed.  Otherwise, naive
users might wonder what would --annotate=2 give them...
