Most tests that build a program with no debug information still need
minimal symbols, to be able to set breakpoints, run to main, or
resolve functions by name, etc.

On most targets the compiler and linker emit a (COFF/ELF/etc.) symbol
table by default.  On windows-msvc, though, lld-link does not emit a
COFF symbol table by default (nor when emitting PDB/CodeView debug
info).

This commit tweaks testcases to pass the new "symtab" option to
explicitly ask for a symbol table.

gdb.base/nodebug.exp was the one that made me start looking at this.
The rest I discovered by hacking gdb_compile to pass "-s" (strip
symtab) to GCC if no symtab or debug option was requested, and run the
testsuite with that on GNU/Linux.
