When advertised, GDB defaults to non-stop mode and rejects attempts to disable it. The V1/V2 approach raised 'O' and 'F' packet compatibility concerns in non-stop mode; this extension-based design addresses those risks (discussed with Pedro Alves). Key change from V2: Instead of changing the default behavior by flipping target-non-stop auto mode from 'off' to 'on', V3 introduces a new extension 'AlwaysNonStop' that allows remote stubs to explicitly declare they must operate in non-stop mode.
