The "HP platforms" comment prompted me to check if this was still used
somewhere. Apparently it's not, so remove it.
gdb/ChangeLog:
* gdbtypes.h (TYPE_INCOMPLETE): Remove.
* gdbtypes.c (recursive_dump_type): Remove use of
TYPE_INCOMPLETE.
