[PATCH] Move declaration of overload_debug to header

	* gdbtypes.c (overload_debug): Move comment to header.
	* gdbtypes.h (overload_debug): Declare.
	* valops.c: Remove declaration of overload_debug, instead
	include gdbtypes.h.
