Hello,

I am delighted to announce that Tom has accepted our invitation to join
the group of GDB Global Maintainers. Tom is a former Global Maintainer
and long-time contributor. Recently, Tom has been very active in many
areas, including adding support for the Rust programming language, and
helping with the transition to C++.

I will push the attached patch to the gdb/MAINTAINERS momentarily.
