As I asked in the bug I would like to know what problem does it fix.

Therefore - with unchanged FSF GDB HEAD:

 * Which configure command you entered.
 * How GDB behaves to you.
 * How do you expect GDB should behave to you.
 * What is the output of commands:
   (gdb) show auto-load safe-path 
   (gdb) show debug-file-directory 
   (gdb) show data-directory
