I have also seen it, I had to undo some unexpected configure&co. files
changes.  There is missing @MAINTAINER_MODE_TRUE@:

gdb/Makefile.in:
$(srcdir)/configure: @MAINTAINER_MODE_TRUE@ $(configure_deps)
	  cd $(srcdir) && $(AUTOCONF)
gdb/common/Makefile.in:
$(srcdir)/configure: $(srcdir)/aclocal.m4
	cd $(srcdir) && $(AUTOCONF)

plus in various other autotools generated files/rules around.
