In a nutshell, before we can accept code contributions, we need a copyright assignment form filled out and filed with the FSF. Small changes (around 15 lines or code, say) can be accepted without a copyright assignment form on file. Please see the section about copyright assignment in src/gdb/CONTRIBUTE, and .
