Pedro Alves as Global Maintainer

I am delighted to announce that Pedro Alves has accepted the GDB's
Global Maintainer's invitation to become a Global Maintainer himself.
Pedro has been contributing good changes to a variety of areas in GDB,
as well as providing very useful informal reviews.  Together with
his friendliness and constructive approach to working with others,
we agreed that he would be a good addition for the GDB project.
