this patch gets rid of config/i386/xm-cygwin.h. Ok to apply?

* config/i386/cygwin.mh (MH_CFLAGS): Add -DCRLF_SOURCE_FILES.
(XM_FILE): Remove.
* config/i386/xm-cygwin.h: Remove.
