Subject: [PATCH] Make spu use autoconf 2.59

This updates spu to use autoconf 2.59.  It was easy.  :-)

It's only distributed with GDB, so I'm asking on that list.  For copyright
purposes, I'm treating it as being part of GDB.

OK to commit?
