[RFA] New test for the '!' escaping problem

Here is a testcase that compiles args.c into an executable named
"bang!", and verifies that running this program completes normally.
This corresponds to the patch that was submitted in the following
message: http://sources.redhat.com/ml/gdb-patches/2003-05/msg00023.html
