Tested as with the previous version on i686-pc-linux-gnu with
make -j 4 bootstrap.

	* configure.in: Disable serial configure by default.
	* configure: Regenerate.
	* Makefile.tpl: Abolish .NOTPARALLEL.
	* Makefile.in: Regenerate.
