[rfa/testsuite] add test embryo for lang = minimal

Hello Elena,

here is a first shot at a small testcase for the minimal language
support. I am not sure exactly what kind of tests you wanted to do,
so I started with something small, which we can then expand at will
with more specific tests. What do you think?
