Subject: (toplevel patch) Remove 'vault' targets

The 'vault' targets appear to be long since abandoned.

Again, this goes in b-i-b and hits src when gcc3.3 branches.

	* Makefile.tpl: Remove 'vault' targets.
	* Makefile.in: Regenerate.
