I see why now. Perhaps something like:

   <fieldchar> ::== <letter> | <digit> | "_"
   <variable>  ::==  """ <letter> ( <fieldchar> )+ """

I would prefer to use BNF as it seems quite widespread and I've not seen

`COMMAND ==>'
     `CLI-COMMAND | MI-COMMAND'

as a syntax anywhere else.
