Or just agreement? Call it agreement, because I don't think we have consensus. I rather liked Mark's arguments (testsuite changes would both clutter and get lost in the main changelog). Just look at the fact that we have "forked" the changelog every year for the last N years, while the testsuite changelog has never needed to be forked.
